The Joint Municipal Coordinating Committee (JMCC) is a committee that includes the heads of Council and Chief Administrative Officers (CAOs) from local government, including:

The Committee also includes a third-party Peer Review Team Manager.


Purpose of the JMCC

The purpose of the JMCC is to represent the interests of local citizens by overseeing and directing the work of the Peer Review Team and to ensure a fair process that fully considers the economic, social, cultural and natural environmental potential impacts of the proposed landfill. 


Peer Review Team

The Peer Review Team (PRT) is a panel of independent expert reviewers selected by the JMCC that provides an in-depth examination of the technical studies conducted by the independent team of experts assembled by Walker Environmental. The PRT includes experts on a broad range of disciplines, including:

  • Economic and municipal finance
  • Environmental Assessment process
  • Public consultation process
  • Legal
  • Social Impacts
  • Land use planning and site plan approval
  • Visual impacts
  • Air quality and air emissions
  • Noise and vibration
  • Landfill design, geotechnical, surface water, landfill gas and gas utilization
  • Groundwater impact
  • Aquatic and terrestrial ecosystems
  • Traffic 
  • Agriculture
  • Human Health Risk Assessment

The PRT will provide an in-depth examination of the information and research that WEG puts forward and will report back to the municipalities through the Joint Municipal Coordinating Committee. The Peer Review Team's work will help ensure that the community's interests are included in the EA process.
